If TrueCrypt is free, why not use it on all the computers?   Free usually has some trade-offs - There is NO centralized Key Management with TrueCrypt.   Centralized management provides the organization knowledge a specific device is encrypted if lost. 
What is the risk of using TrueCrypt?   There is no centralized key management with TrueCrypt.  If you forget your password, there is NO recovery and your data is lost.   Also, with no "standards" forced to the end user, there is a risk of mis-configuration where data is not actually encrypted.  
Note: A valid VuNet ID user can use the Password Vault developed by VUMC Network Computing Services to securely store passwords as a backup for remembering a password.
