Assignment: We have just completed a round of work in which each individual in the room was given an opportunity to discuss their current reality, both personally and professionally. This round of work is focused on pushing several years into the future.

Your team is comprised of a representative set of organizations vital to the success of executing against the LACare Health Information Exchange (HIE) contract. This is likely the first chance you have had to gather as a group and discuss what Louisiana’s aspirations are for this work.

Before LACare HIE can become operational, it will need to develop policies, procedures, and standards. To start, LACare HIE will need consensus on how it intends to:
• Maintain a guiding coalition (against competitive ideas, etc.)
• Govern itself,
• Sustain itself financially,
• Keep the public trust by ensuring the privacy of participating entities and their patients,
• Support public health initiatives and other strategies,
• Identifying the near term beneficiaries,
• Communicate its plans and client organization expectations/obligations.

This conversation is not about technology. Any comments that come up with regard to technology should be aside for future discussions.
As a team pull together the next iteration of this story. Build off of the work already accomplished where possible. Add new information where you find holes in the story. Remember, you are not solving the problem right now; you are identifying the areas where you will need to reach agreement. Your team has 90 minutes to complete this work. Market 1: New Orleans

Other teams are working on the state-wide coordination and the technical solution. Your team’s assignment is to describe the New Orleans Market’s perspective on HIE.

At the end of this working period, your team should be able to communicate the how the New Orleans Market is approaching HIE. Specifically, think through:
What is the relative importance of the HIE project in your market:
• Compared to internal institution projects (IT and non-IT)?
• Compared to other market wide non-IT projects?
• Compared to other state-wide health information exchange projects?
  - How much have the leading institutions within your market prepared for
     exchanging health information?
  - What new information do you need to prepare your market for HIE?

Your team is comprised of the set of organizations vital to the success of executing against the technical solution for the LACare Health Information Exchange (HIE).

Other teams are working on the state-wide coordination and defining the status of each market’s preparations to accept the LACare HIE solution. Your team’s assignment is to provide the status of the progress the technical team is making on the development of the infrastructure.

At the end of this working period, your team will communicate the status of the HIE technical solution. Specifically, think through:
• What is your framework for implementing the technical solution?
  Which stage of the framework is the team in?
• What is your team’s timeline for completing the technical infrastructure?
• What functionality will be available to client institutions initially? How will functionality
  change over time?
• Describe the technical architecture to meet the functionality.
