day 2: welcome

Tom Lloyd: Good morning. We want to kick off today building off our work from yesterday. When we left we said the plan of attack was to have a team go off and work on governance; this is the governance team for the HHS ONC project. It is version zero of what could grow into something. This is not the coordination team. Do not confuse the coordination team with the governance team.

The two technical teams will go off and say "this is what our preferred technical solution is" and explain to us and the other party their assumptions. We want them to tell us the pros and cons. We have two technical teams and one governance team.

Discussion

I would suggest there is only one technical solution team; I think it would be better to accommodate the two models from yesterday.

We ran into this in Tennessee. The project already has a technical solution. This kind of stuff is already defined, and we are not going to try and reengineer the government today.

This is a demo project just like in Memphis. We had to get Memphis to understand that when the project is over, no one is crowned the vendor of choice forever. This is a very encapsulated demonstration project.

The majority of the work today should be focused on the next couple of months.

After the two technical teams go off, it would be helpful to hear from Oracle.

This is your chance to tell us what you think the preferred solution is in your market.

Are there any views or findings from the dinners last night?

Tom Lloyd: Again, let’s spend one hour so we can quickly articulate what the models are so we can go forward.

I saw someone drew three circles on the maps in the Map Room. Was that just a drawing since we only have two markets, or what?

Comment: It was just a drawing, no significance.

Tom Lloyd: The way we handle this is very simple. Do you want to do it long arm versus CCR?

Let’s call it Federated and Hybrid.

I think this might be confusing since this is brand new language.

I think in this case we are trying to build off of yesterday. Okay, the Technical Team 1 will focus on the long arm approach and Technical Team 2 will focus on continuity of care record (CCR).

Define what that is, what the assumptions are, and what the pros and cons are. You have one hour from the time I say go. We are not putting you on teams; you have to choose where you want to go.

The governance team is going to go establish the make-up of the interim HHS-ONC project governance team and develop the high level straw man for 9/30/06 and on, as well as determine what comes next.
