Speaker 2: I don't think we had time to plan who was going to present.

[Laughter]

Amber: My name is Amber and I am with AHCA. We also had Loreta, from Chance on our team. And Monica from OIR and Will from the Vanderbilt team. And one of our main focuses was consumers and what they really want to know. And that's representative in our definition - accessed information that will provide a true and consistent measure to help consumers evaluate quality. And we put unique to the individual because sometimes an individual's going to want to know more about their wait time than how many surgeries their doctor has done.

And so we were focusing on what are the things that consumers truly want to know. And that's why we have that little phrase there. In terms of the operable, there was a lot of discussion about folks, stakeholders and collaboration and education and basics. That wasn't my word. That was the idea that they need to really be...I think it's been said in the other boards but a coordinator for the state and a leader in the state.

In terms of guiding principles, we had a hard time putting this down in words but it was really to help Floridians learn how to be consumers of healthcare without being patronizing. But to teach them, you have a role in the healthcare process. And this is how you would use data and this is how you would make decisions with it. If they decided not to do that, it's not up to us.

In terms of developed measures with unintended consequences in mind and that was just to make sure that none of the measures and the depth causing more problems than helping. And then also to brand the definition of quality which I already talked about in terms of the wait time and some of the other things that consumers might really be concerned about and consider as part their quality.
