Speaker 1: We were here before, not to be confused with group two which is personal health. My group, Jim joined us today. And we also had Monica and I think she already left. And Diane and Donna and Esther is our group. And as we discussed earlier, our goal was to create a user ID for the web site where you could log-in and enter some information about yourself. And you will get tailorized Florida center feedback.

So for instance now that we have seen the new web site, if you have asthma you'll have an update about asthma on your user ID which is something similar to what the personal health group discussed. And we've broken our plan up into two phases. Our over arching goal is to create a system to empower Floridians to manage their personal health. And hopefully that's Chris-approved language.

Speaker 1: Our first goal is to keep the information away from a personal health records. We don't want to tackle the security problems to begin with. We don't want to deal with the matching problems. It's something that some other groups and state already tackling. So our goal is just you could log-in. You create user ID. You don't put your name in. You could be Daffy Duck. You can be Joe Cool. You can be whoever you want to be. But you can still enter your prescription information which group two discussed.

And we discussed having a Google Earth application where you link to the My Florida Rx information. It would pop-up where the pharmacies are located on the map and would will be the picture of the map. Since that already exist we figured we could build that into web site. And that would be up to the workgroup to decide and when they discuss what kind of applications they want the web site to have. And so that's phase one of our group.

And we were also focused on the timeline here. Our goal was, we were topping our budget with Mark. He assisted us. We wanted $175,000 in the first year realizing that we'd probably get less than that. And want to include at least one FTE for AHCA. And some funding to perhaps contract for the technology to build this into the web site. Wanted the first to create a new workgroup that primarily role would be to work on this project. And they would meet at the end of this August which is very short-term.

And some of the things that we discussed at the beginning of the workgroup process would be personal health record briefing. To bring everyone up to speed on some of the challenges of personal health record. Why we are not focusing on personal health record now and just make sure everyone is informed about that. We also need to talk about the design considerations. Also, no identifying information, some of the technology.

We also want to build in a user feedback tool. There'll obviously be more applications that are built-in to the project that the workgroup will come up with. We also have here that the FIN or other health information infrastructure bill will be filed next legislative session. And as a subnote, if it doesn't pass it would continue to be filed each year along with this process which somehow it has happened right now.

In our timeline we have a rule out for the first base, the web site to be next July. And that would be the web site doesn't have information having user ID and it would link to, for instance if you were going to get a procedure, it would know you were doing that procedure and were privy with the hospital data that would link to that procedure. Once we're done with phase I we would continue on with the workgroup.

Our objective for phase II would be to create and identify that profile and telling them to get permission on a personal health record. It would probably be leading to the personal health record in the world. And at the first workgroup meeting for objective II we would have a personal health record 101 course. And there's much more into depth about what that really entails. Some of the security issues, how you deal with the data, identity management. And that would be about a year from now so the state maybe in a different place from now. We can be optimistic right?

And then in terms of that the workgroup would work out other challenges that come with having identifiable information which is security and national standardization. And to continue to coordinate the efforts with whatever health information infrastructure projects that are going on in the state and in there is opportunity to link with those.

This gets several years out once we get into that we'll have a test in the web site as it has. We'll also build in a user feedback tool and right before we roll it out, have troubleshooting. And then we have in I believe in 2011. Yes we would have phase II . At the group, any questions? Lisa?

Lisa: Just one question. Why didn't we put the FIN legislation in September '07?

Speaker 1: I think I just clicked the wrong place.

Lisa: Okay, just want to make sure.

Speaker 1: We're so busy in the next. I should know better than that.

Lisa: Yes.
